The Environmental Protection (Controls on Ozone-Depleting Substances) (Amendment) Regulations 2008 came into force on 15 February 2008. These regulations requires persons conducting fumigation for quarantine or pre-shipment purposes by using methyl bromide to obtain prior authorisation from port health authorities or local authorities.
APHA has produced guidance for enforcement officers who are approached to authorise methyl bromide for this use and a pro-forma application form.

Charges
The APHA Environmental Health & Hygiene Committee (May 2008) agreed a standard charge of £50 for these applications with this increasing to £100 should a site visit be needed.
Note - It is no longer permissible to use methyl bromide as a biocide for any purpose. This includes the use to eradicate rats and mice on ships or aircraft. This is in accordance with the requirements of the Biocidal Products Directive on which the Health and Safety Executive take the lead.
